Central Electronics Limited Floats Tender for 50 MW of Solar Projects in Maharashtra

The Central Electronics Limited (CEL), a public sector enterprise, has issued a tender for 50 MW of grid-tied solar PV projects ranging from 500 kW to 10 MW at various locations in the state of Maharashtra.

The scope of work includes the design, engineering, supply, construction, erection, testing, installation, and commissioning, along with ten years of operations and maintenance (O&M).

The scope of work also includes the supply of equipment, materials including the module mounting structure, string monitoring units, array junction boxes, along with the transmission and power evacuation system.

The last date for bid submission is July 24, 2019. The commissioning period has been set to be 120 days from the issue of the letter of allotment.

The Earnest Money Deposit (EMD) required for this tender is ₹1 million ($14,603), and the eligibility of bidders has been defined as a cumulative turnover of ₹120 million ($1.75 million) in the last three financial years.

The tender document stipulates that the bidder must have designed, supplied, tested, installed, and commissioned a cumulative capacity of 3 MW of solar power projects directly or indirectly for any government department from the calendar year 2012 onwards. It should include one power project of at least 500 kW.

Projects that are in progress and have the module mounting structure installed for at least 500 kW, may also be considered to meet the eligibility criteria provided the bidder submits the progress certificate along with the copy of the purchase order. The tender also states that RESCO model projects would also be considered for this tender.

In January 2019, the CEL had tendered 11 MW of grid-connected solar projects to be developed at various locations across Maharashtra.

Earlier this year, the CEL had also invited bids for the implementation of 11.12 MW of grid-connected rooftop solar PV projects at 35 sites of the Council of Scientific and Industrial Research (CSIR) labs across India.
